The stamp is the Millennium Definitive, sometimes called the Millennium Machin. Iwas issued 1/2000 (http://www.gbstamps.com/machins/album/designer/designer_04.html) . I did a google search and could not find an error for this stamp. Although I'd love to say it's an error, I'd hesitate to say so yet. But, hang on to to it, just in case it's an yet to be discovered error.
